Other information No user fees have been collected by the Order in Council Division as of March 2014.  Over the years, collected user fees have declined as the public can access approved Orders in Council free of charge on PCO’s OIC website and in the Canada Gazette.

Performance standard A response is provided within 30 days following receipt of a request; the response time may be extended pursuant to section 9 of the Access to Information Act. Notice of extension to be sent within 30 days after receipt of request.
Performance results 95.3% of access requests completed on time.
Other information In March 2015, the Access to Information and Privacy Division introduced a new practice for the release of records, in which packages over 125 pages are provided in PDF format on a CD. CDs are also provided if the requester asks for an electronic copy. This initiative also benefits the requesters, who are no longer subject to fees for the cost of reproducing packages released on CD. A total of $852 was collected in photocopy fees in 2014-2015.

Reporting on the Policy on Service Standards for External Fees

General Information
Fee name Fees charged for inspection and obtaining of copies of statutory instruments in accordance with the Statutory Instruments Act.
Service standard 90% of requests will be completed within 5 business days. This standard became effective as of September 2006 and is still in use.
Performance results The department completed 100% of requests received within 5 business days, with most requests completed within 1 day of receipt.
Stakeholder consultation in 2014-15 or prior fiscal years Consultation process on the revision of external fees started in September 2012. Initial discussions took place with the Department of Justice and internal stakeholders.
Other information Note: As established pursuant to the Policy on Service Standards for External Fees:
  • Service standards may not have received parliamentary review;
  • Service standards may not respect all performance standard establishment requirements under the User Fees Act (UFA) (e.g., international comparison or independent complaint address); and
  • Performance results are not legally subject to section 5.1 of the UFA regarding fee reductions for unachieved performance.
